An extensive network of URCS organizations, which covers the whole territory of Ukraine, allows the people to apply on a search to any nearest Red Cross branch of URCS. All services regarding tracing and restoring family links are rendered on a free-of-charge basis and respect the human right to keep personal data and information (confidentiality). Every application is carefully reviewed, and all available resources are used for tracing. International Red Cross and Red Crescent Movement is the largest humanitarian network in the world. Guided with the principles of neutrality and impartiality, the Movement provides assistance to victims of emergencies and armed conflicts. It consists of three components:

An emergency response team participates in humanitarian operations on rendering first aid, medico-social and psychosocial support to the population, on evacuation of the emergency-affected population, organization of camps for temporary placement of the emergency-affected people and food stations for them and so forth. Also, volunteers of the teams participate in implementation of charitable programs for humanitarian assistance to the affected and vulnerable population groups. As a rule, members of the teams all over Ukraine patrol the mass actions (concerts, festive events, sports competitions, meetings), conduct trainings on first aid, mine safety and so forth. Any person who got into trouble - loneliness, disease, poverty, unemployment, loss of family relations, emergencies or armed conflict – may apply to the Red Cross employees. The wards of the Society are lonely needy elderly people, disabled people, veterans and disabled veterans, internally displaced persons and other segments of the population needing the public assistance. However, often the opportunity of help depends on the Society programs which are being realized now, where criteria of beneficiaries among the above-mentioned categories of the population are accurately designated.

International Humanitarian Law (IHL) is a branch of the international law, the main goal of which is to limit the effects of armed conflict by protecting the people who do not participate in hostilities, and by restricting and regulating the means and methods of warfare available to the combatants. IHL is applied in armed conflict situations, both on the international and domestic levels. Home care by the Society's organizations is carried out for lonely or conditionally lonely elderly people and persons with disabilities who have partially or completely lost the ability to move and self-care, remote from the infrastructure. Today, not all organizations of the Society in the field carry out such activities. To find out if such activities are carried out, please contact the nearest regional branches of the Ukrainian Red Cross Society at the place of residence or registration for additional information.

Ukrainian Red Cross Society has clothing banks all over Ukraine, which are used by people who cannot buy clothes on their own due to a difficult life situations. You can apply to the addresses of regional branches. Things must be clean and in good condition: we take care of the comfort of our wards.

No. A member of the Society may indeed belong to any of the above groups at the same time or may not belong to any of them. Moreover, we strongly welcome the conscious and voluntary acquisition of membership by our volunteers and staff, which allows them to take an active part in the management of the Society. But membership is not a prerequisite for volunteering for the Society, getting a job with us, or receiving our services. Membership in the Society is conscious and voluntary. If you are forced to become a member of the Society, please report it to sos@redcross.org.ua.

Membership in the Red Cross of Ukraine is the organizational support of the national society. Every citizen who has made a membership fee for a fixed amount receives a membership card, which entitles him to participate in the regular elections of the governing bodies of an organization of the Society. The funds paid for the membership card are spent on ensuring the activities of the Society. A member of the Red Cross Society of Ukraine may be citizens of Ukraine and foreign citizens who recognize the Charter of the Society, the Code of Conduct for members, volunteers and employees of the Society. All members of the Society acquire the status of a member after paying the entrance fee and receiving a ticket of a member of the Society. Volunteers work in a variety of fields. This includes helping the elderly at home, working with young children, participating in campaigns and campaigns to combat the spread of socially dangerous diseases, and much more - everyone chooses the direction in which he sees himself best. Volunteers also have unique characteristics, including personal motivation and local involvement. Volunteers are part of the community. They know the needs and capabilities of the people they interact with because they are already among them. A volunteer may or may not be a member of the Society, just as a member of the Society may or may not be a volunteer. Both membership and volunteering in the Society are exclusively voluntary.
The Ukrainian Red Cross, like the International Red Cross and Red Crescent Movement, does not make any political distinctions. Also does not distinguish on racial, religious, class grounds. The International Movement is only trying to alleviate the suffering of people and, above all, those who need it most. According to two of the 7 Fundamental Principles of Neutrality and Impartiality, the International Red Cross and Red Crescent Movement, in order to maintain general trust, cannot take sides in armed conflict and engage in political, racial, religious or ideological disputes. Accordingly, the Red Cross of Ukraine cannot and has no right to support any political force, to agitate "for" or "against" it. Volunteers and employees of the Society have no right to comment publicly or in the media on facts or situations of political, religious, racial, ideological, military nature. Current members of political parties, other political or ideological public organizations have no right to be volunteers or employees of the Society. If a volunteer or employee of the Society runs for election to the legislature or local self-government, he must stop working or volunteering in the Society.
The sources of formation of the budget and property of the Company are:
  • Entrance and annual fees of members of the Society;
  • Charitable donations and assistance in any form in the prescribed manner from state and public organizations, other legal entities and individuals;
  • Assistance and social order from government agencies to implement targeted programs and actions of the Company;
  • Proceeds from charity events;
  • Funds or property received free of charge or in the form of grants or voluntary donations;
  • Passive income, funds or property received by the Company from its core business, taking into account the provisions of the tax legislation of Ukraine;
  • Other receipts that do not contradict the current legislation of Ukraine.
In order to ensure transparency and attract potential donors, the Society does not accept donations, the direct source of which is activities that are contrary to the fundamental principles of the International Movement or incompatible with them. The company has the right to financial support from the state budget of Ukraine, local budgets, in accordance with applicable law.

No, the Red Cross of Ukraine is a humanitarian organization, not a medical one. The Ukrainian Red Cross Society has rapid response teams that provide first aid to victims of armed conflicts and natural disasters, teaches first aid skills, in some regions provides medical services to the population through its own medical and social centers, mobile medical teams,  promotes blood donation, disseminates information on the prevention of dangerous infectious diseases (including COVID-19), distributes personal protective equipment, etc. In such areas as first aid training and its provision to victims, volunteers and employees of the Society do not actually carry out medical manipulations (injections, medications, etc.), and for effective participation in them, even basic medical education is not required.

Відповідно до міжнародно гуманітарного права, зокрема ст. 122 Женевської Конвенції про поводження з військовополоненими (ІІІ) та ст. 136 Женевської Конвенції про захист цивільного населення під час війни (IV), в Україні було ухвалено рішення про створення Національного інформаційного бюро (НІБ) від 17 березня 2022 року під час засідання Уряду України. ⇒ Національне інформаційне бюро було створено для збору та узагальнення даних про українських військовополонених, загиблих, зниклих безвісти, незаконно затриманих окупантами, у тому числі — з-поміж мирного населення. ⇒ Аналогічне інформаційне бюро було створено і у Російській Федерації, це дозволяє активізувати процес обміну як полоненими, так і тілами загиблих. ⇒ Міжнародний Комітет Червоного Хреста України в силу свого мандату та компетенцій, узгоджує та збирає всю інформацію від сторін збройного конфлікту, а також сприяє обміну такої інформації між бюро двох держав. Взагалі, державним посадовим особам та суддям на окупованих території слід дозволити зберегти свій статус і продовжувати виконувати свої обов’язки на службі задля добробуту мешканців без неналежного втручання або залякування. Однак, якщо державні посадові особи та судді утримуються від виконання своїх функцій із міркувань совісті, вони не повинні бути піддані санкціям або заходам примусу чи дискримінації. Але є винятки:
  • Держава-окупант зберігає за собою право вимагати від державних службовців та суддів виконувати свою роботу, якщо вона є необхідною для забезпечення потреб окупаційної армії або для належного забезпечення населення окупованої країни комунальними послугами, продуктами харчування, житлом, одягом, транспортом та медичними послугами.
  • Держава-окупант може дійти висновку, що ефективне виконання своїх обов’язків за МГП вимагає звільнення держслужбовців та організації власної адміністрації та судів.
Зараз частина територій України знаходиться під частковою, або повною окупацією. Фактично, воєнна окупація виникає, коли одна держава вторгається в іншу державу і встановлює військовий контроль над частиною її території або всією територією. ⇒ Стаття 42 Гаазького положення передбачає: «Територія визнається окупованою, якщо вона фактично перебуває під владою армії супротивника. Окупація поширюється лише на ту територію, де така влада встановлена і здатна виконувати свої функції». ⇒ Існування окупації залежить від від фактичної здатності держави брати на себе de facto урядові функції держави, що окупує, передусім, для забезпечення громадської безпеки та правопорядку, а не від її бажання та готовності це робити. Тому, якщо держава, що встановлює окупаційний режим, фактично не втрачає військового контролю над територією, про яку йдеться, вона не може уникнути своїх зобов’язань за МГП, просто вирішивши не здійснювати ефективний контроль.
Існують ситуації коли держава-окупант вносить зміни в демографічні процеси, які сприяють її територіальним або політичним амбіціям, передусім за допомогою депортації та переміщення населення на окупованій території. ⇒ Четверта Женевська конвенція та звичаєве міжнародне гуманітарне право на сьогодні абсолютно забороняють як індивідуальні, так і масові насильницькі переселення на окупованій території. ⇒ Депортація цивільного населення (включно з особами, які позбавлені волі) з окупованої території, незалежно від мотивів і пункту призначення, також заборонена. ⇒ Однак, для встановлення безпеки населення або з необхідних військових міркувань, може знадобитися повна або часткова евакуація території та може навіть стати неминучим тимчасове переміщення захищених осіб за межі окупованої території. За таких виняткових обставим Україна повинна бути проінформована про це одразу після початку евакуації чи переміщення, а всі залучені особи повинні бути повернуті на свою територію, щойно бойові дії в цьому районі будуть припинені.
⇒ Держава-окупант може збирати податки, мито та плату за послуги, встановлені місцевим законодавством від імені окупованої держави, проте вона повинна використовувати такий дохід для організації життя на окупованій території та в її інтересах. ⇒ Окрім забезпечення громадського порядку та безпеки, держава-окупант також несе повну відповідальність за постійне функціонування державних установ та служб на користь населення на окупованій території. ⇒ Вона повинна повною мірою використовувати засоби, доступні їй, щоб забезпечити цивільне населення основними елементами, необхідними для його виживання, такими як продовольчі товари, медичні засоби, одяг і притулок. ⇒ Подібним чином, у співпраці з державними та місцевими організаціями влади, вона повинна забезпечувати й підтримувати діяльність служб надання медичної допомоги, охорону здоров’я, сприяти належному здобуттю освіти.
