The Human Dimension – Social Recovery and Human Capital for the Future of Ukraine
During the event “Ukraine’s Social Recovery – A Local Approach”, which recently took place as part of the Ukraine Recovery Conference (URC2024) in Berlin, Maksym Dotsenko, Director General of the Ukrainian Red Cross, highlighted the main aspects of social recovery in Ukraine.
Ukraine’s recovery, particularly in its social sphere, should primarily be carried out at the local level within communities. The transition from emergency humanitarian response to long-term solutions must be gradual and balanced, with consideration given to the situation on the front line, the needs of people who require evacuation, and the capacity of the host communities.
Therefore, for the Ukrainian Red Cross and the Alliance of Ukrainian Civil Society Organisations, which brings together 16 humanitarian organisations in Ukraine, including the Ukrainian Red Cross, Caritas Ukraine and others, the following issues are important:
- The recognition by the Government of Ukraine and the international community of the importance of including civil society representatives in the development of social sector strategies and reforms and giving them a key role in these processes.
- Ensuring the establishment of a legal framework to guarantee equal access to quality, client-oriented social services for all individuals.
- Ensuring full compliance with and implementation of current legislation and any future amendments in the field of social services across all communities and regions of Ukraine.
