The Ukrainian Red Cross strengthens its role in Ukraine’s civil protection system and cooperation with the EU Civil Protection Mechanism
On 13 August, the Cabinet of Ministers of Ukraine adopted Resolution No. 1025, which establishes the procedure for providing and receiving assistance under the EU Civil Protection Mechanism. The resolution formally recognises, at the national level, the role of the Ukrainian Red Cross in identifying the needs of territorial communities and mobilising international assistance.
This covers the entire process — from collecting, consolidating and prioritising communities’ needs to supporting the receipt of international humanitarian assistance, its distribution and accounting, monitoring its intended use, and reporting.
This approach helps better align the actual needs of communities with the capacities of the state and international support, ensuring that assistance reaches those who need it most.
Such assistance may include equipment and resources for healthcare and educational institutions, social care facilities, critical infrastructure, and communities affected by the war and other emergencies.
The Ukrainian Red Cross is already part of Ukraine’s Unified State System of Civil Protection and works closely with the State Emergency Service of Ukraine, national and local authorities, communities and international partners on emergency preparedness and response.
The adoption of Resolution No. 1025 brings this cooperation to a more systematic level and strengthens Ukraine’s capacity to mobilise international support in line with the priority needs of communities.
