Odesa Region has been affected by sustained attacks for over a week
Residential buildings, civilian infrastructure and road links have been damaged, significantly restricting access to the southern part of the Odesa region. According to the Odesa Regional Military Administration, more than 600,000 residents were left without electricity, heating, gas and water for an extended period. Continuous air raid alerts have further complicated the delivery of humanitarian assistance.
Throughout the week, the Odesa regional branch of the Ukrainian Red Cross has been actively involved in emergency response efforts, providing support to affected residents and emergency responders.
Odesa: food parcels and hygiene kits were distributed to more than 300 residents whose homes were damaged. Humanitarian assistance was also provided to 200 service users of Odesa’s Territorial Centres for Social Services.
Assistance Points have been set up and are operating across the city. More than 200 people have received humanitarian aid, while over 550 residents were able to charge their devices and receive hot tea and meals.
- Artsyz: tarpaulins, portable lighting kits and emergency relief kits were provided to people whose homes were damaged by the attacks.
- Bilhorod-Dnistrovskyi: food parcels and hygiene kits, temporary repair kits and tarpaulins were distributed.
In cooperation with the Odesa Regional and City Military Administrations, the Odesa regional branch of the Ukrainian Red Cross joined the deployment of a Humanitarian Coordination Hub on the evening of 18 December 2025. The hub provided essential, immediate assistance to civilians waiting for transport links to be restored on the Odesa–Reni highway.
The emergency response team of the Ukrainian Red Cross in the Odesa region has been on continuous duty at sites affected by the attacks. Assistance Points are being deployed, where emergency food parcels are distributed. To date, more than 200 residents have received assistance.
