Training on international humanitarian law held for education and legal professionals in Lutsk
The Ukrainian Red Cross organised an international humanitarian law (IHL) training session for representatives of the education sector, education authorities and the legal community in Volyn region. The training focused on the rules governing the conduct of hostilities, the protection of people during armed conflict and accountability for violations of IHL.
During the training, participants explored the fundamental principles of international humanitarian law, including the principles of distinction, proportionality and precautions in attack. They also discussed the rules governing the protection of civilians and civilian objects.
An important part of the training involved practical case studies and legal dilemmas. Participants analysed situations arising in armed conflicts, identified possible violations of IHL and presented arguments to support their legal positions. This approach helped them examine how international legal rules apply in specific circumstances.
A separate module focused on accountability for war crimes, their legal characterisation and the role of national and international courts. Participants explored the mechanisms for bringing perpetrators to justice and the specific aspects of proceedings in war crimes cases.
The training was delivered by Ihor Kozych and Khrystyna Duda, Ukrainian Red Cross volunteer trainers. A specialist from the Ukrainian Red Cross IHL Unit also spoke about the legal protection of the Red Cross, Red Crescent and Red Crystal emblems. This session covered the purpose of the emblems, the rules governing their use and the importance of preventing their misuse.
In the final part of the training, participants discussed ways to integrate IHL into educational programmes and legal awareness-raising activities. This included sharing knowledge about the rules of warfare, the protection of people during armed conflict and accountability for violations of international humanitarian law.
The Ukrainian Red Cross continues to work with educational institutions and professional communities to promote knowledge of international humanitarian law.
