A working meeting of Home-Based Care specialists from regional branches of the Ukrainian Red Cross was held in Chernivtsi

A key part of the meeting was training on PMER (Planning, Monitoring, Evaluation and Reporting), an approach that helps the Long-Term Care programme better identify people’s needs, assess the results of its work and improve services in response to the challenges and needs of local communities.

During the training, participants worked on how to:

  • collect high-quality and reliable data on service delivery;
  • analyse information and use it to make informed decisions;
  • identify indicators that reflect the quality and effectiveness of the Home-Based Care service;
  • assess whether services meet the needs of people and communities;
  • plan monitoring activities and use their findings to develop programmes;
  • identify priorities and plan resources more effectively based on the data collected.

High-quality data is an important foundation for delivering high-quality Home-Based Care services. It helps not only to track the scale of support provided, but also to understand its impact on people’s lives.

Developing PMER capacity is an important part of strengthening and further developing the Ukrainian Red Cross Home-Based Care programme. Behind every indicator, decision and result are people and their need for high-quality, accessible and timely support.
