Winter Support for Residents of Frontline Areas: Where to Apply for Assistance
The Ukrainian Red Cross, together with other humanitarian organisations, is participating in the implementation of a winter cash assistance programme for vulnerable people living in designated frontline communities.
The programme is implemented in accordance with Resolution No. 1084 of the Cabinet of Ministers of Ukraine, dated 3 September 2026, and provides a one-off payment of UAH 19,400 per household for the 2026–2027 heating season.
IMPORTANT: The Ukrainian Red Cross does not accept applications for this assistance. The programme provides for two mechanisms for delivering the funds: through state authorities and with the involvement of international and national humanitarian organisations.
1. If you live in a community listed in Annex 1 to the Procedure for providing assistance from the Humanitarian Account of the Ministry of Social Policy of Ukraine
For the 18 vulnerable categories of people defined by the state, winter assistance is provided from funds in the Humanitarian Account. Under this mechanism, the Ukrainian Red Cross has already transferred UAH 223.8 million to the Humanitarian Account of the Ministry of Social Policy of Ukraine for the winter assistance programme for vulnerable groups.
To apply, you need to contact the relevant territorial office of the Pension Fund of Ukraine. The Pension Fund of Ukraine will then compile and validate the applications submitted and make payments directly to residents of the communities covered by the Procedure using funds transferred by the Ukrainian Red Cross and other organisations. 2. If you live in a community listed in Annex 1 to the Procedure for providing assistance from international and national organisations
In this case, assistance is provided directly by international and national humanitarian organisations to people from the 18 vulnerable categories defined by the Resolution who live in the communities included in the second list established by the Procedure. Under this mechanism, households may also receive a one-off payment of UAH 19,400. Payments will be made by humanitarian organisations subject to the availability of funding.
How to apply
To apply, you must contact the relevant local authority at your place of residence by 30 October 2026.
Please note that submitting an application does not automatically mean that you will receive UAH 19,400. The information submitted must first be verified. If you live in a community covered by the programme and belong to one of the eligible categories, submit your application in accordance with the established procedure.
