The Ukrainian Red Cross and the Central Directorate for Civil-Military Cooperation of the General Staff of the Armed Forces of Ukraine have signed a Memorandum of Cooperation in the field of civil-military cooperation

The document defines areas of cooperation in humanitarian response, support for fallen, captured and missing servicemen and their families, as well as coordination of activities in the processes of search, transportation and identification of the deceased. It also covers training and educational activities, psychosocial support for veterans and their family members, the organisation of support programmes for children of servicemen, the implementation of standards for the dignified handling of bodies of the deceased within the “On the Shield” programme, and the development of international cooperation in the field of civil-military cooperation.

A separate focus is the development and implementation of the joint “PORUCH” programme, aimed at preparing communities to support servicemen returning from captivity, as well as working with families of missing persons and the deceased.

The Civil Protection and Civil-Military Cooperation Department of the Ukrainian Red Cross has been implementing this area of work in cooperation with state and international partners, with the support of the Czech Red Cross since 2024 and U.S. support since 2026.
