The Ukrainian Red Cross co-organises and participates in the Regional Humanitarian Diplomacy Forum in Budapest

The Ukrainian Red Cross helped organise and took part in the Regional Humanitarian Diplomacy Forum of the International Federation of Red Cross and Red Crescent Societies (IFRC), held in Budapest. The event brought together representatives of the International Red Cross and Red Crescent Movement to develop a shared understanding of the principles and approaches of humanitarian diplomacy in emergency preparedness and response, and to identify opportunities for closer cooperation.

The forum provided a platform for exchanging experiences and discussing current humanitarian trends, including changes in the operational environment, compliance with international humanitarian law, and ways to strengthen emergency preparedness and humanitarian response.

The Ukrainian Red Cross was represented at the forum by Irina Boicheva, Head of the International Relations Department. She took part in

a panel discussion on the role of National Societies in emergency preparedness and response.
During the discussion, Irina Boicheva shared the Ukrainian Red Cross’s experience, highlighting the importance of strengthening emergency preparedness, developing operational capacity and reinforcing the role of National Societies as reliable partners to government authorities and communities.

Particular attention was given to the practical implementation of National Societies’ auxiliary role, including through clear procedures and protocols for cooperation, joint training exercises, ongoing coordination with authorities at national and local levels, and a clear understanding of communities’ needs.

Another key topic was adherence to the Fundamental Principles of the International Red Cross and Red Crescent Movement. Participants emphasised the importance of preserving the independence of humanitarian action while developing effective partnerships based on trust, practical cooperation and shared responsibility for crisis preparedness.

For the Ukrainian Red Cross, participation in international forums such as this provides an opportunity to share Ukraine’s practical experience, strengthen partnerships and jointly develop approaches to improving emergency preparedness and response and supporting people and communities.
