Video: International Humanitarian Law Workshop

Recently, the Ukrainian Red Cross, together with partners from the International Red Cross and Red Crescent Movement, held a workshop on the application of international humanitarian law (IHL) to new technologies in warfare.

“Applying IHL to cyber operations is a highly complex and controversial issue. Different states interpret IHL differently in this area and apply it in varied ways,” explains Maksym Tymochko, a representative of the International Law Unit at the Legal Support Department of the Ministry of Defence of Ukraine.

This is why we provide specialised training and explain the specifics of applying IHL to modern means and methods of warfare, including drones, cyber operations, and the use of weapons with artificial intelligence.

“The experience of the current war will shape the development of IHL in the future. Issues related to emerging technologies, artificial intelligence, and their interaction with IHL will continue to evolve and expand. We constantly need to share experiences and train specialised, highly skilled, and motivated experts who will go on to represent Ukraine on the international stage,” emphasises Ievgeniia Lukianchenko, Legal Adviser at the Ukrainian Red Cross.
