Veterans with Full or Partial Vision Loss Can Receive Up to UAH 95,000 for Household Equipment: Step-by-Step Guide to the Application Process
From 1 July 2026, applications will open for one-time financial assistance for veterans who have fully or partially lost their sight while defending the independence, sovereignty, and territorial integrity of Ukraine. The maximum amount of support is UAH 95,000.
The assistance is provided under a joint project of the Ukrainian Red Cross and the Ministry of Veterans Affairs of Ukraine, in accordance with Resolution of the Cabinet of Ministers of Ukraine No. 674 of 27 May 2026.
The funds can be used to purchase household appliances and assistive devices that help improve daily living conditions and enhance independence in everyday life.
Available items for purchase include:
- Smartphone with voice assistant functionality
- Smart speaker or voice-controlled assistant
- Microwave oven and/or multicooker with voice prompts, audio control, or mechanical operation
- Air fryer with mechanical and/or voice control
- Vacuum cleaner or robot vacuum with simple controls
- Washing machine with mechanical or voice control
- Computer or laptop with screen reader software
- Smartwatch or fitness tracker with voice functions or vibration alerts
- Motion-sensor lighting or night light with motion detection
- Watch or wristband with audio or vibration alerts
- Talking scales (kitchen and/or body weight scales)
- Talking thermometer (room, medical, and/or kitchen use)
- Mobile phone with large buttons and/or accessible display for persons with visual impairments
- Television or media player with voice control and/or voice menu
- Household appliances with tactile markings and audio prompts (e.g. kettle, coffee maker, etc.)
- Refrigerator or household appliances with tactile indicators
- Navigation tracker or GPS device for spatial orientation
- Voice recorder or audio reminder device
- Emergency button or personal alarm system
- Assistive devices for visual information processing, including portable or stationary video magnifiers
- Reading machine that recognises printed text and reads it aloud
- Medical measuring devices with voice output or audio-enabled interfaces (blood pressure monitors, glucometers)
- Home sports equipment and exercise machines with mechanical controls or built-in voice guidance
- Assistive software (licenses)
- Mechanical Braille typewriter
- Device for creating audio labels
Who can apply for assistance
Applications may be submitted by:
– Combatants who have fully or partially lost their sight while defending Ukraine, in accordance with clauses 19–25 of part one of Article 6 of the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection”;
– Persons with disabilities as a result of war, within the relevant categories, in accordance with clauses 11–16 of part two of Article 7 of the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection”.
The assistance is provided regardless of whether applicants receive other forms of state or international support.
How to apply
An application (Annex 2 or Annex 3 to the Resolution) for participation in the programme, along with the required documents, should be submitted to the relevant structural unit for veterans’ policy at the declared/registered place of residence (or stay). For internally displaced persons, applications should be submitted according to their actual place of residence, as indicated in the IDP registration certificate.
Applications will be accepted from 1 to 31 July 2026 inclusive.
Applications may be submitted in person, by post, or in electronic form.

The following documents must be attached to the application:
- Informed consent form (Annex 4 to the Resolution)
- Invoice(s) from the store(s), including payment details (store name, account number, item description, amount, etc.)
- Specialist’s consultation report (Form 028/o) confirming full or partial vision loss and indicating the degree of visual impairment;or a copy of the decision (resolution) of the military medical commission; or a copy of an extract from the decision of the expert assessment team evaluating daily functioning; or a copy of the conclusion (certificate to the examination report) of the medical and social expert commission
- Copy of the first page of the passport or the front side of the ID card (for new-format passports), certified with the veteran’s signature and date
- Copy of the Taxpayer Identification Number, certified with the veteran’s signature and date
- Declared/registered residential address (copy of the extract or relevant passport page)
- Veteran’s mobile phone number
If the application and supporting documents are submitted by a legal representative or an authorised representative acting under a power of attorney, the following must also be attached:
- Copy of the passport of the legal representative / authorised representative, as well as one of the following:
- Copy of a court decision restricting civil legal capacity or declaring the beneficiary legally incapacitated;
- Copy of a court decision or decision of the guardianship and trusteeship authority appointing a guardian or custodian for the beneficiary;
- Copy of the representative’s power of attorney.
Within three working days from the date of registration of the application and supporting documents, officials of the structural unit for veterans’ policy will verify the application and notify the veteran (or their legal / authorised representative) of the outcome via mobile communication. A confirmation letter on the approval of financial assistance will also be sent by email.
After confirmation of eligibility, the veteran must open a special bank account with Oschadbank or Ukrgasbank. The account can be opened between 20 and 31 July 2026 (inclusive) at any branch of Oschadbank or Ukrgasbank.
Funds will be transferred exclusively to this special account and may only be used to pay for items from the approved list, in accordance with the submitted invoice(s). Cash withdrawals and transfers to other accounts are not permitted.
After opening the special account, the veteran must, within three working days, send the bank certificate containing the account details, issued by the authorised bank, to the email address of the structural unit for veterans’ policy.
The Ukrainian Red Cross will transfer funds to the special account between 1 August and 30 October 2026, based on the account details received from the structural units for veterans’ policy. The Ukrainian Red Cross will notify veterans of the transfer of funds via SMS.
Once the funds have been credited, the veteran (or their legal representative / authorised representative) must visit the nearest branch of Oschadbank or Ukrgasbank with the confirmation letter from the structural unit and the approved invoice(s) from the store for payment. The transfer of financial assistance from the special account to the store’s account(s) will be processed at the authorised bank branch no later than 30 October 2026.
If the invoice(s) need to be updated or replaced, the veteran or their legal representative may submit updated invoice(s), together with a replacement request, to the structural unit for veterans’ policy on a one-time basis no later than 20 October 2026. Within three working days from registration of the request and updated invoice(s), the structural unit for veterans’ policy will send a new confirmation letter by email to the veteran or their legal representative for submission to the bank branch together with the other required documents.
