Since the start of the full-scale war, volunteers have been the driving force behind most humanitarian activities — responding rapidly, mobilising, and taking responsibility where it was most critical. This experience must not only be sustained but also further developed and formalised at the national level.
The experience of Ukrainian Red Cross volunteers represents thousands of practical cases of assistance delivered in the most challenging conditions. It can serve as a strong foundation for shaping effective solutions within the programme.
This includes, in particular, developing volunteer spaces, providing training and support for volunteers and coordinators, strengthening community cooperation, creating new opportunities for people to engage in volunteering, and expanding international partnerships.
The Ukrainian Red Cross and its partners will continue to contribute to the joint implementation of the programme, bringing together experience, resources and people to strengthen the culture of volunteering in Ukraine.
