Border Service Cadets Study International Humanitarian Law in Khmelnytskyi

The Ukrainian Red Cross conducted a two-day training on international humanitarian law (IHL) for cadets of the National Academy of the State Border Guard Service of Ukraine in Khmelnytskyi.

The training aimed to develop an understanding of the fundamentals of IHL, strengthen legal competence, and build practical skills for applying its norms in professional practice.

Representatives from the Khmelnytskyi Regional Centre for Civil Resistance Training, as well as the Khmelnytskyi regional and city-district branches of the Ukrainian Red Cross, also participated in the training.

The training was led by IHL volunteer trainers from the Ukrainian Red Cross: Ihor Kozych – Doctor of Law, Professor, Head of the Department of Policy in Crime Prevention and Criminal Law at Vasyl Stefanyk Precarpathian National University; Khrystyna Duda – Lecturer at the Department of Theory and Methodology of Teaching, Ivano-Frankivsk Regional Institute of Postgraduate Pedagogical Education; and Maksym Kovaliuk – Volunteer.

During the sessions, participants covered:

  • Principles governing armed conflict and the protection of civilians;
  • Consequences of the direct participation of civilians in hostilities;
  • Responsibility for violations of international humanitarian law;
  • The role of IHL as a mechanism for limiting violence;
  • The structure and principles of the International Red Cross and Red Crescent Movement.

The practical component included case studies and legal scenarios, helping participants better understand how IHL norms are applied in real-life situations.

The Ukrainian Red Cross continues to promote knowledge of international humanitarian law among diverse audiences.
