The Ukrainian Red Cross Launches Transformation of Long-Term Care Services

A kick-off seminar titled “The Process of Transforming the Resilience of Long-Term Care Services” was recently held in Kyiv, marking the start of the Ukrainian Red Cross’s efforts to update and strengthen its Long-Term Care programme.

Currently, the programme offers two key types of support: Home-Based Care and Active Longevity Clubs. These services help older people and people with disabilities receive the daily assistance they need to live safely and with dignity.

“Our social helpers currently care for almost 7,800 beneficiaries across Ukraine. These are people who live alone or with limited support and need daily help. That’s why we are not only maintaining this support but also working to make our services more effective, accessible, and sustainable,” said Zoia Pogorila, Head of the Long-Term Care Unit.

During the seminar, the Ukrainian Red Cross team, together with representatives from various departments, identified key steps to strengthen the programme. These included:

  • developing internal partnerships and enhancing advocacy efforts;
  • engaging volunteers and securing additional resources;
  • improving the organisational structure of the programme;
  • planning cross-departmental collaboration;
  • identifying needs, risks, and opportunities for growth.

Special attention was given to the sustainability of Home-Based Care. At present, the programme operates with the support of Partner National Societies and the International Federation of Red Cross and Red Crescent Societies. However, the organisation is also exploring domestic opportunities to ensure long-term, systemic development of services.

Looking ahead, the Ukrainian Red Cross will implement the agreed actions and take the Long-Term Care programme to the next level. Together with partners, the organisation will continue to improve the quality, efficiency, and sustainability of Long-Term Care services across the country.
