Workshop on Applying International Humanitarian Law to New Warfare Technologies Initiated by the Ukrainian Red Cross

A workshop was held in Kyiv, initiated by the Ukrainian Red Cross in partnership with the International Committee of the Red Cross. The event focused on the application of international humanitarian law (IHL) to emerging technologies in warfare. It also addressed issues related to preventing misuse of the Red Cross emblem and the urgent need to strengthen its protection. Participants included law students from various universities, human rights specialists, and Ukrainian and international IHL experts.

Over two days, attendees examined the development of modern means and methods of warfare and the regulation of their use under IHL standards. Discussions centred on topics such as drones on the battlefield, cyber operations and information warfare, and the deployment of weapons with artificial intelligence. Many of these issues remain highly relevant, as rapid advancements in military technology continue to present new challenges requiring dedicated attention.

Olena Kocherhina, Head of the IHL Unit at the Ukrainian Red Cross, noted:

“With the advancement of new technologies, there are increasing questions about how IHL applies in contemporary warfare. The emergence and widespread use of drones, automated systems, artificial intelligence, and cyber operations all demand thorough research, regulation, and alignment with IHL norms. Raising awareness of international humanitarian law and supporting the state in implementing its provisions remain key priorities for the Ukrainian Red Cross. This is why we are proud to co-organise this important event.”

The Ukrainian Red Cross continues to play a significant role in strengthening the capacity of international humanitarian law in today’s context, supporting state efforts and promoting its own initiatives. Despite the advent of new technologies, IHL remains a vital tool for protecting the victims of war and restricting the means and methods of warfare.
