The Ukrainian Red Cross Signs Memorandum of Cooperation with the High School of Public Governance

Maksym Dotsenko, Director General of the Ukrainian Red Cross, and Yuliia Lykhach, Head of the High School of Public Governance, have signed a Memorandum of Cooperation.

The agreement aims to strengthen the institutional capacity of public authorities within the mandate of the Ukrainian Red Cross. Recognising the vital role played by civil servants, local government officials, and heads of military administrations in shaping and implementing state policy, this partnership seeks to jointly develop their skills in first aid and psychological first aid, raise awareness of international humanitarian law, and ensure the proper use of the distinctive emblems of the Red Cross, Red Crescent, and Red Crystal in Ukraine.

“This partnership is not just about training. It is a contribution to the security and resilience of the civil service during the war,” said Maksym Dotsenko, Director General of the Ukrainian Red Cross.

Together, we are strengthening the preparedness of state institutions to respond swiftly, confidently, and compassionately — even in the face of the greatest challenges.
