The Ukraine Crisis Media Center hosted a press briefing titled “The Red Cross Emblem: The Most Recognised Symbol of Protection. Peculiarities of Its Use and Protection from Misuse in Ukraine”

The open press briefing featured Mykola Polishchuk, President of the Ukrainian Red Cross, along with a specialist in international humanitarian law and the head of the Legal Support Unit at the Ukrainian Red Cross.

In his address to the public, the President of the Ukrainian Red Cross spoke about the current issues related to the misuse of the Red Cross emblem, highlighting the growing number of cases involving both individuals and institutions. He emphasised the importance of protecting the emblem, which is intended to save the lives of those who need it most, as well as those who help them. He urged everyone to recognise the special status of the Red Cross symbol and refrain from exploiting its use without legal grounds.

Oleh Zheliabin, a specialist in the International Humanitarian Law Unit of the Ukrainian Red Cross, provided a brief overview of the history and significance of the Red Cross emblem. In particular, he explained its protective function for medical and clergy personnel within the armed forces, as well as its role as a distinctive symbol of affiliation with the International Red Cross and Red Crescent Movement. He emphasised that rules are only effective when followed, and therefore, misuse of the emblem poses a significant risk to those it is meant to protect.

Iryna Kyrylenko, Head of the Legal Support Unit at the Ukrainian Red Cross, discussed legal practices in the protection of the Red Cross emblem. She provided an overview of international instruments and national legislation that regulate the use of distinctive emblems. She also shared examples of resolved cases in which violators were brought to justice. Unfortunately, there is no administrative liability for such offences in Ukraine; however, Articles 435, 438, and 445 of the Criminal Code of Ukraine stipulate criminal liability for serious violations of international humanitarian law.

The organisers urged all concerned citizens to report any instances of misuse of the Red Cross emblem to the specialists of the National Committee of the Ukrainian Red Cross Society. This can be done through the online form on the official website here.
