Ukraine Red Cross (URCS) opens position of Programme Assistant

The International Federation of Red Cross and Red Crescent (IFRC) is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies (NS) and the International Committee of the Red Cross (ICRC). Programme Assistant’s position is in the IFRC Country Office in Ukraine, Europe Regional Office, based in Kyiv, Ukraine. IFRC Office in Ukraine supports Ukrainian Red Cross Society (URCS) in mobilizing international resources for programmes and emergency operations, assisting with technical capacities, supporting the NS in building, and strengthening institutional and technical capacities.  IFRC Head of Country Office acts (HoCO), in accordance with the Legal Status Agreement with the government of Ukraine, as a Representative to the public authorities.


The Programme Assistant will assist HoCO and IFRC Office programmes in logistics and administrative related issues, especially for supporting project implementations. The position supports HoCO and Finance Manager in following up eContracting and basic finance process related to existing URCS programmes and projects supported through IFRC OP and Emergency Appeals/DREF.

Position Requirements:

University or relevant Degree;
Experience in working with humanitarian organization;
Experience in holding multifunctional position within the humanitarian organisation;
Experience in basic programme support including budgeting, contracting, logistics and procurement;
Excellent stress management skills;
Accountability and integrity;
Good communication and interpersonal skills;
Able to work independently and as part of the team;

good command of spoken and written English, fluently spoken and written Ukrainian, good command of another language (Russian).


Job duties and responsibilities:

1. Act as the logistics and administration support for the programme/projects supported through the IFRC OP or Emergency Appeals.
2. Follow the standard procurement procedures within the IFRC Office including participating in URCS tendering committee meetings as requested and required.
3. Responsible for administration of accommodation, travel arrangements, visas for delegates and visitors supporting project implementation in coordination with Executive Assistant/Admin Officer.
4. Build up and maintain standard filing system as per standard IFRC Filing requirements especially related to project implementation.
5. Support HoCO in developing project contracts with URCS by utilising eContracting system and follow up contract start/end dates, budgets, and amendments.
6. Support/assist IFRC Office programme staff and Finance Manager in basic budgeting exercises related to projects and emergency operations.
7. Administrate the accommodation, visas and travel arrangements for Federation delegates and visitors
8. All quotations, under the responsibility of Programme Assistant, submitted to Finance together with actual invoice, approved by line manager and as per IFRC procedures.
9. Follow standard IFRC assets management procedures including assets and equipment assigned to programme related staff.
10. Follow up vehicle management and ensuring effective transport support to the IFRC Office and operations.
11. Carry out any other tasks, which are the responsibility area, as requested by HoCO.
